Minutes of Town of Mineral Council Meeting
7:00 p.m.
August 13, 2007


Roll Call

PRESENT:Council Member Brooks Besley, Roy Payne, William Thomas and Vice-Mayor Pam Harlow; Mayor Edwin Keller.
ABSENT:Council Member Roy McGeHee & Bernice Wilson-Kube
STAFF:Treasurer/Clerk Ti-Lea Downing; Town Manager Willie Harper; Town Attorney Jack Maus.
PUBLIC:Kim Steika, Dan Dart, and Mike Blake with The Virginia Tech Design Group, Jimmy Dodd, Lewis Keller, Edwin Jarvis, Barbara Wilson, Dorie Simpson, and Jacylin O'Laughlin with the Central Virginian.

Presentation from Virginia Tech Design group - plan for Walton Park- The presentation was given by the Design Group, the presentation touched on several different ideas. The group will take the information provided and work up a more formal concept. Future meetings will be held.

Public Comments

Jimmie Dodd thanked the Town Council on behalf of the Fire Dept for the use of the park and they would like to reserve it for next years Bluegrass festival.

Adopt Agenda (add or take away items at this time)
Under old business remove bishop Memorial plaque, removed and put to next months agenda
Under new business add discussion of multiple yard sales and used car sales.

Roy Payne made a motion to approve the agenda. Brooks Besley seconded the motion. Motion passed 4/0 with None voting in the negative.

Approval of July regular meeting minutes as amended by Dr. Thomas.
Pam Harlowe made a motion to approve minutes as amended. Roy Payne seconded the motion. Motion passed 4/0 with None voting in the negative.

Approval of August 2007 bills to be paid
Mr. Payne asked for a break down on the attorney's bills for Jack Maus.

Pam Harlowe made a motion to approve the August bills to be paid. Brooks Besley seconded the motion. Motion passed 4/0 with None voting in the negative.

Standing Committee Reports:

Beautification / Anti-Litter Committee: No report

Budget & Finance Committee: Couple of items that Mr. Thomas would like to speak with the Town Manager and Town clerk about.

Cemetery Committee: Mr. Brooks stated that there has been some discussion of putting an apron around the cemetery sign to help with the maintenance of the sign.

Economic Development Committee: No report

Personnel Committee: No report

Police & Legal Matters Committee: No report

Streets Committee: No report

Walton Park Committee: No report

Water & Sewer Committee: No report

New Business:

Yard sales & car sales at Richmond and first street. At times there are three to five cars for sale, then a sign posted stating what is for sale. Then they will have yard sales, to date they have had three or four. These are concerns of Mr. Payne and other town citizens. This is creating traffic problems and beautification problems. Mr. Harper has spoken with the homeowner of the concerns of the yard sales and car sales. The homeowner stated that the property he was selling was his own, and he was selling it so he would not have to pay storage on it. The Town ordinance states that you are allowed one untagged vehicle per property. Mr. Besley stated that he believed that there may be a law for the number of yard sales you can have. Mr. Harper stated that he would take the ordinance to the gentleman and again approach him on a personal level.

Old Business:

Old Elementary School - All issues have been taken care of except the fence on the side of the Little League Field, this is a safety issue.

Bishop memorial plaque this will be discussed at next months meeting.

Closed Session:
Brooks Besley made a motion to go into closed session for the purpose of the acquisition/ disposition of property & personnel pursuant to code 2.2.-37 11 a1 and 2.2-37 11a3. William Thomas seconded the motion. Motion passed 4/0 with None voting in the negative.

Motion made by Roy Payne to go back into open session seconded by William Thomas. Motion passed 4/0 with None voting in the negative.
