Adopt Agenda (add or take away items at this time)
Under old business add date to receive Va Tech design group final presentation
Roy Payne made a motion to adopt agenda as amended. William Thomas seconded the motion. Motion passed 5/0 with
None voting in the negative.
Approval of November regular meeting minutes and November 15, 2007 continuation meeting minutes.
Bernice Wilson-Kube made a motion to approve minutes as presented. Brooks Besley seconded the motion. Motion
passed 5/0 with None voting in the negative.
Approval of December bills to be paid
William Thomas made a motion to approve bills as presented Brooks Besley seconded the motion. Motion passed 5/0 with
None voting in the negative.

Standing Committee Reports:
Beautification / Anti-Litter Committee: The Mayor thanked the beautification committee on the work with the Christmas tree lighting and the work on the wreaths.

New Business:
Structures in alleyways - new and existing-discussion - The Town Manager is looking for direction from the Council on how to handle these situations. Roy Payne believes that a decision should be made prohibiting any structures in alleyways; the alleyways are to be used only for utilities. The manager is to make contact with the property owner as construction begins and inform the owner that any structure is prohibited in the alleyways. Existing structures in alleyways can remain unless there is a need for the utilities to be installed in that alleyway. Needed removal of structures in alleyways will be at the expense of the property owners.
Recommend appointment to Board of Zoning Appeals - Henry Gore term on the Board of Zoning Appeals is expiring but he is interested in continuing to serve. Roy Payne made a motion to recommend the appointment of Henry Gore for a five year term to the Board of Zoning Appeals. William Thomas seconded the motion. Motion passed 5/0 with None voting in the negative.
$5.00 minimum on town tax bills - Discussion followed and it is Councils wish to keep this in the Code.
Brief discussion of comp plan - Comp plan was adopted November 2002 and it is suppose to be reviewed every five years. It was decided that a committee would be assigned to work on this and bring it back at the January meeting, the committee consisting of one planning commission member, one town council member, and three citizens.
Old Business:
Schedule retreat - Mr. Wanner will be contacted and a Saturday in February will be picked.
Walton Park - VA Tech design group meeting - The meeting will be scheduled on the 19th of December at 1:00 p.m.
Closed Session:
Roy Payne made a motion to go into closed session to discuss personnel and potential litigation pursuant to
2.2-37 11 A1 and 2.2-37 11 A7. Brooks Besley seconded the motion. Motion passed 5/0 with None voting in the negative.
